Found out it would be cheaper to buy cars out of a auto auction but mostly car dealership attain these who have dealership license. Is it a must to have these license in order to buy a car from a auction?

Yeah certain auctions require you to have a dealer license.
You can find places on line that will provide you with a dealer license from certain states. it costs about $2,500 -$3,000 a year to maintain these licenses.

I assume you meant "attend an auto auction". Most auctions are wholesale only, which is why they require a dealer license. You need to look for public auto auctions.
