Both but I believe the car has to be less than 3 years old

needs to be insured, and driveable. so there isn’t a big point in using a used car

Does not apply to used cars, only new.
Your current car must be owned and insured by you for at least one year prior to trading in.

Brand new,which is dumb.If you can afford a new car you don’t need the money.

It applies to any car that fits the criteria. No matter where you bought it from.
