Who can I hire (consultant / company) to develop a training materials and a program that can be used to implement new software systems in Auto Auctions?

Although the answer may vary depending on what part of the USA or what part of the world in which you live, you should be able to find a qualfied courseware developer just by looking for an ‘instructional designer’, or ‘learning consultant’. There are many thousands of them throughout the US and many of them are independent and looking for work right now.
The amount of money you want to spend will have a major impact on whether you look for a company to design your training content, or whether you go to an individual. Another consideration you must make is whether you want to base your training program simply on the web, or computer-based learning (CBT) or some sort of blended learning that combines a trainer/subject-mattter-expert along with some sort of CBT course.
If you are in a major US city, try posting an ad on Craigslist for an instructional designer or courseware developer and see what kind of responses you receive.
