how does law enforcement get titles on cars they confiscate with bank liens on them?

curious because there seems to be a lot more police auctions and vehicles to go round. not everyone’s car is paid off.

Depends on the laws of the State they are in. Some cops have power to seize cars for auction….called a forfeiture, the lienholder can usually contest it to recover the property. In many cases, it’s not worth the expense of filing, sending lawyers into court, paying the impound fees, towing it to who knows where.
If it costs more to fix it than to leave it alone, they’ll leave it alone. Then go after the previous owner in court with a lawsuit to recover that money they’re out. They know they can do that too.
