contact the lienholder, find out the amount of the lien, pay it.
If the car was sold at an impound auction, the auction service shoul dhave provied lien sale papers or a clean title. Especially if it was a police impound. They are required to notify all persons with an interest in the vehicle prior to sale. Take all your paperwork to the DMV and see if htye can help you sort it. Otherwise, you may have to go back to the impound yard and show them you cannot get a transferable title. With no transferable title, this is not a completed sale, and should be unwound
