Hmm, you want impounded junkers that don’t run, have no keys and the owners wouldn’t pay the wreckers fee to get them out ?
Call the city/county and ask who their wrecker services are.
They have auctions every so often. 90%+ don’t run and don’t have keys and after you buy them, you only have so long to get them off their lot or they start charging you storage.
