Check out the company running the auction. Some do charge a fee to bid in the auction. Also don’t believe that 90% discount crap! There will be MANY people at the auction who will be interested in buy the exact same car you want, so there go your savings. You usually can get a clunker/commuter for cheap.

Who or what is collecting this fee? Is this an Internet setup, or is this a public auction that is charging you to register to bid at their location?
If it is on the net, it could easily be a scam. Some auction companies do charge a registration fee, so it there is a physical location you can go to, it may be legitimate.
The thing that sends up a red flag for me it the promise of 90% savings. No legitimate business will be selling vehicles at 10% of their value. If they were they would be overrun with dealers buying everything in sight.
I would love to be able to buy vehicles for that price. So would every other dealer in the country! If they were available, some dealer would have already taken advantage of it!!
What you will most likely get for your $39 fee is a list of public and government auctions. Do not fall for a scam!
