Rust on parts when I checked a used car, is it safe to buy?

I want to buy a used car. I saw some parts rusted when I opened the head trunk to inspect the mechanical parts. The car came from Toronto and only 130K km. Also some patches of rust on the body. But the engine seems running quite good. What can be the problem? And would you buy a car like this? How to get rid of those rust on the mechanical parts?

Obviously it has been driven through alot of snow and wet climate and body cancer has set in only way to get rid of it is to cut affected areas out personally I wouldn’t buy car.
