My 9C1 Caprice/ Impala ss?

Ok, I planned on getting an ls400 and it didn’t work out. I ended seeing an ad for a Caprice with the police package in it and I bought the next week (the ad can be seen at http://fayetteville.craigslist.org/cto/1470762700.html) This car has a lot of power, and came with some new parts and inspection. Gas wasn’t nearly as bad as I thought. It had a quarter tank when it was dropped off at my house and was as close to E as it could get before I got to actually drive it. I put in it and the needle was trying to pass the F when I turned the car on. But aside from it being a great first car it has two problems. One the battery drains out over night and needs to be charged every 3 days (I believe its coming from the radio because the display stays on even if the radio and car is cut off). Problem number Two is when I drive it at about 25mph and up it has this wobbly feeling like the car shifting at the smallest bumps and humps on the road (The car came with a set of brand new tires, spare, and flare sticks lol). If there are any chevy, caprice, police car experts out there that might be able to give an input on the problems it would be greatly appreciated.
p.s. I read on an online article and watch a news coverage about police cars and that you can take your former police car to a department or auction for it to get serviced or you can ask them for parts for the car and it would be cheaper than going to a dealer or a private mechanic; is this true?
