Imagine this scenario:
A car was brought from an auction by person1 for person2, the car was used by person2 with insurance but without tax and never registed. The car gets reported without tax 1 year ago and never used since, recently the car is then seen on the road "parked" and reported again to the police for no tax. person2 is now worried about the fines and possibility of invalid insurance. Now the only option seems to be to scrap or abandon the Lovely! car :( … Can the police see who has insured the car (i.e. details of their name and address) and trace it back to person2?
