a car on copart .com is under "Loan/Lien" does this mean I will owe money? will chose best answer?

Title says
"02/15/2010 PACIFIC SW REGION 153,427 Auto Auction AUCTION ANNOUNCED AS FLEET/LEASE"
"A loan/lien is the legal right to take and hold or sell the vehicle of a debtor as security or payment for a debt. Normally, a vehicle will have a lien due to a loan or unpaid repair bill against the vehicle. Check with the seller to ensure that the lien has been satisfied."
Its owned by the auction (copart) how can they sell it if its under a loan???

What is the Auto Auction in the report? Is it saying that the owner want to sell it through auto auction?
And since Dec. 2007, the mileage grows only less than 100 miles. Say parking for 2 years, will the car be wracked?

I’m looking at an autocheck which says

The seller said that he is the owner of a private repo company. He repoed the car when the individual who owned it couldn’t pay the car. Why would the car be sold at an auction and then announced as fleet/lease and this was only done a month ago?
I’m very new to this and I don’t understand some of the terms and how the seller’s story correlates with the autocheck?
Can someone please explain to me a possible scenario as to what happened to this car?
