Does the cash for clunkers program in California apply if you buy a newer used car from a dealership or does it only apply to brand new cars?

I’m 17 and need to get a used car. I’m not looking for anything fancy. I need something cheep(anything under 2,000) because I have to pay for it myself and I need something that won’t stop in the middle of nowhere. I know nothing of cars so some good tips about how to recognize a bad or good car are helpful! Help make this car searching a little easier for me! Thank you!

I was planning to buy a used car so can some1 suggest me some makes and models of cars that are reliable and won’t cost me much on repairs and other expenses after buying. I am planning to buy a car that has a mileage below 100000 and is after the year 2000 build and also costs below 5k dollars….
