Is auto trader classics.com a site that states the price they want for the car or is it an aution site?

I know that the police might sometimes do these, but I called, looked in the paper, and nada. Nothing whatsoever. I am looking for something that runs well for a low price. I don’t care if it is your Grandma’s clunker, as long as it runs well and has no problems. does anyone know of a car site that doesn’t have a membership fee that I could find? How about any known auction locations in Santa Barbara, California?

I`ve seen an ex-police car on a car auction site, and instead of saying "VAT qualifying", it says "commercial VAT". Whats the difference? Does commercial cost more? Could I not get a regular tax disc for it?
P.S. I dont use my car for commercial use
