What pointers would you give a teenager before going to a police auction ?

Ever since my parents saw a cash for clunkers ad they have been thinking of buying a new car but there thinking of whether they should buy a used car or a new car. Also My older sister is going to go to college pretty soon and she’s also been wondering about whther she should get a used car or a new car as a college student. So can someone please tell me what are the pros and cons of both, a new car and a used car. Best/detailed answer gets 10 points.

I just walked out of a dealer right before filling out the paperwork on a new Honda Civic. I’m pretty sure I pissed off the sales guy and his manager.
Anyways, I had a change of heart and decided to look at used cars. I stumbled on gov-auctions.org and I bought the membership. I know it has its risks and that you can find cheap cars but how often are there cars in good condition? I know used car dealers buy from such auctions. Do they bid aggressively? Am I better off just scavenging ebay motors?
I would appreciate any advice on auto auctions.
