Dealing with a used car how many miles is too many miles?

Im looking at a used Scion Tc for 13k with like 60k miles on it. My mom will not let me get a used car with over 30k miles. I keep telling her miles dont matter. Am I right or am I wrong? Like under 100k is that good for a used car?

I am looking at getting a used 2008 Scion TC. I will probably have to finance somewhere between 15-16 thousand on this car and my credit score was 730 the last time I put a loan application into a dealership. That was about 2 months ago so I am sure it’s the same now.
What do you guys think my interest rate will be?
