Each municipality and agency has their own process for auctioning-off used vehicles. Many do so independently while others pool with wholesalers who auction them on their behalf. City charters and ordinances often dictate how such things must be occur or how much latitude civic administrators have in doing so.
Your best best would be to simply directly contact a smattering of local law enforcement agencies and ask them what they do. Not only will you likely receive the proper information for each agency you contact, but it may very well lead you to any larger consolidated efforts that may also be occurring, including scheduled events.
Best of luck. I hope this helps.
