No thats not true, its illegal to drive the car with the tint, its not illegal to own the car with the dark tint.

They are sold as is. It’s the buyer’s responsibility to ensure that it is legal.

The car’s are sold under a, AS IS, condition. They expect you to provide changes to the vehicles, and any issues with the cruisers. They will also, usually tell you this after purchasing the car.
